Luis Garcia
PRESIDENT
Luis Garcia has been a trained Environmental Specialist at Eco Friendly Solutions Limited for the past 16 years. Mr. Garcia has been an active environmentalist in Belize for over 30 years awarded the James Waight Conservation Award and the Organization Environmental Award for his commitment and impact to the environment and the communities he has worked with.
As the General Manager of Eco-Friendly Solutions, Mr. Garcia has directed the company into offering better products and services for a better environment. The company has developed and offers innovative technologies in waste management, offering a more sustainable recycling, reusing, reducing, refusing, repurpose and recovery opportunities in wastewater and solid waste. Luis Garcia produces his own fuel with waste cooking oil and is promoting the concept of zero waste in sporting activities.
DEPUTY PRESIDENT
William Usher is an Agricultural Engineer by profession with specific emphasis in sustainable agricultural development and tropical crop nutrition where the employment of microbiological solutions within agricultural and agricultural waste management are important tools used toward the regeneration and sustainability of agricultural development.
As an Entrepreneur and Professional, Mr. Usher is the current General Manager and Owner of Belize Agro Enterprise Ltd and Green Care Products Ltd. His companies are the license manufacturer and distributor of Effective Microorganism (EM) Technology™ for Belize and the CARICOM. Currently this revolutionary Japanese technology is used for solid and liquid organic waste management in the industrial, hotel and restaurant sector, soil betterment for crop production, livestock production and agricultural disease management in Belize, Caricom and around the world.
TREASURER
Mr. Jexon Joel Martinez is an entrepreneur and resident of Belmopan City. He is the founder and owner of Scorpion Auto Service & Parts. At 17, Jexon began working in his family’s business, where he saw the potential in reusing scrap vehicle parts. In 2018, he capitalized on this idea and founded Scorpion Auto Service and Parts, located at Mile 41 George Price Highway. The company’s mission is to reduce pollution by salvaging and repurposing parts from end-of-life vehicles. Through sustainable practices, Scorpion Auto Service and Parts ensures that 80% of vehicle materials can be reused, contributing significantly to Belize’s economic growth with environmentally sustainable practices.
DEPUTY TREASURER
Julio Reyes was born and raised in the village of San Estevan in Orange Walk Town. His passion for nature deepened during his work with a marine biologist at Half Moon Caye under the Belize Audubon Society. Having gained experience in research and conservation, Julio was hired at Traveller’s Liquors as a Research and Monitoring Officer for the production of methane from wastewater produced at the distillery.
Over thirteen years, Julio gained expertise in laboratory standards, rum production, and quality control, becoming a member of WIRSPA (West Indies Rum and Spirits Association). In 2017, Julio joined Caribbean Chicken Ltd. as an HACCP coordinator, elevating production standards through innovative microbiology lab initiatives. In 2023, he moved to Cuello’s Distillery Ltd. as an essential part of their wastewater management program.
SECRETARY
Helen Choco holds a Master of Science in Economics, Climate Change, and Development. Helen has worked as a research assistant with various organizations, contributing to the environmental and agricultural sectors. Recently, she has been working as a Proposal Writer and Negotiator at Humana People to People Belize, where she focuses on strengthening relationships with stakeholders and designing proposal ideas such as recycling projects for Humana’s Full Circle Program. Since 2014, she has passionately immersed herself in the arts and recycling. In February 2021, she launched her business, creating unique pieces from glass bottles, seaweed, sea plants, palm seeds, and other materials.
DEPUTY SECRETARY
Tanya Espat has been involved in customs brokerage and transportation logistics for the last 25 years. She has managed fleet operations of land delivery units and overseen sea/air freighting operations along the international supply chain. Eight years ago, leveraging her logistics expertise, Tanya and her team began exporting recyclable materials such as PET, polycarbonate, glass, and aluminum to various countries, contributing to environmental conservation while creating employment opportunities for Belizeans.
EXECUTIVE MEMBER
James Nisbet, 52 years of age, is a consultant that has experience in a wide range of fields including operations and business management, fleet supervision, solid waste management and transportation, property management, construction development, marketing, retailing, and maritime security. He has a certificate of completion in Introduction to Zero Waste and is an avid supporter of “Belize Going Green!” Presently James is the Assistant General Manager of Belize Waste Control Limited, the largest privately owned and operated solid waste management company in Belize.
